The Council of Nine was a group of influential sci fi writers who reportedly met with Gene Roddenberry, the creator of Star Trek, to provide input and guidance in the early development of the series. The members of the Council of Nine included such notable figures as
Isaac Asimov, Robert Heinlein, and L. Sprague de Camp, among others."

In 1959, ..Asimov was approached by DARPA to join Obermayer's team. He declined .. but submitted a paper to DARPA titled "On Creativity" containing ideas on how gov't-based projects could encourage team members to think more creatively.."
