Can electromagnetic radiation (radio waves) modify the weather? Yes... #8 on the list from NOAA says so:

Lt. Col. Thomas Bearden (an expert on the topic) said that RADAR can not only modify the weather, but that it has many more uses in the "battlefield" ... everything from anti-human-personnel up to particle beam weapon level. (his words not mine). See here from one of the many papers he wrote on the topics: apps.dtic.mil
For those who didn't know this was possible (to modify the weather using radio waves) I suppose the best place to start is sort of towards the beginning of it.....

Example: Most people don't know about the Aharonov-Bohm effect or creating energy at a distance, energy from the vacuum, and zero point energy... all discussed in Beardens lectures/papers/books.
