TACTICAL CONSIDERATIONS
The base is protected on 2 flanks, West & North by the Tunisian border & the Sea .
These 2 sides can be reinforced; the West by a silent deal with a reluctant (but persuadable) Tunisian gvmt for a retreat / evacuation West in case of trouble;

On the North the positioning of Turkish ships on the West Libyan coast will be necessary

The armed Hurkuş-C may not yet be completely ready (the training version is already in service) but the schedule can be expedited.
