1) Allāh is speaking to the people at the time of revelation (Sahābah), and affirms that He has promised (وَعَدَ اللَّهُ) succession (in leadership) to the believers AMONGST THEM (مِنكُمْ).

3) Furthermore, the promise of control over ‘الْأَرْضِ’ (the land) disproves the idea that the leadership spoken about in the verse, is of a spiritual type.

A caliph however, must have control over the land (الْأَرْضِ) to maintain his position of authority.
Thereby demonstrating, that verse [24:55] speaks of khilāfah.

Conclusion:

The Prophets of Banī Israel, as well as holding the rank of Nabūwwa, were also caliphs (leaders) for their people. They controlled land & oversaw the ruling of vast swathes of territory.
The scholars assert that just as Allāh bestowed upon the leaders of Banī Israel a mighty kingdom, a similar might will be reflected in the caliphate of those addressed in this verse.
This is the (suggested) meaning of ‘كَمَا اسْتَخْلَفَ الَّذِينَ مِن قَبْلِهِمْ’.

This meaning holds true when we see that the caliphates of Abū Bakr, Umar & Uthman (raa) witnessed great accomplishments & expansions, that oversaw the defeat of some of the most powerful empires in history, Persia & Byzantine.
The caliphate in the first thirty years was a powerful, potent force.
When was Shī’ism ever adopted by the people, after the Messenger of Allāh’s (ﷺ) demise?
Who was the Shī’a leader who held control over the land (فِي الْأَرْضِ)?

Is it even feasible that this refers to the twelve Imāms, when eleven of them resorted to concealing their religion (through taqīyyah) for most of their lives, and the twelfth is in hiding?
