While the MEA, India has rejected USCIRF locus standi, no one realized that the Report was a result of a planned lobbying effort to influence USCIRF by US Islamic Circle of North America & its fronts. ICNA has links with Jamaat-e-Islami & terror grps like, HM, LeT & SIMI.(2/n)
The ICNA fronts operate in various names (Justice for All; Save India; Free Kashmir) to hide their affiliations but are run by the same set of people. Two key people are Shaik Ubaid and Abdul Mujahid who were associated with ICNA having close links with Jamaat-e-Islami. (3/n)
The grps founded by Ubaid & Mujahid have hired US Lobby firm Fidelis Govt Relations (FGR) since 2013-14. FGR is led by Terry Allen who is associated wid USCIRF Commissioner Maenza since 2012; had joined ‘Patriotic Voices’ in 2015 as Senior Advisor where Maenza ws President.(4/n)
These Fronts collect Zakaat in the name of Rohingiyas and Uyghurs and use the money to lobby against India. E.g. the Umbrella front ‘Justice for All’ spent US$50,000 on Facebook ads in the US to collect fund. Similar expenses are done in other areas - Canada, Europe and Asia.5/n
In addition, they also run ads on Google and YouTube. They have paid $ 3,22,000 (INR 2,41,00,000) to FGR between 2013-2020 for the purpose. (6/n)
These lobbying efforts are very effective. In 2014 Report USCIRF changed India’s map, removing J&K, Ladakh and Arunanchal from India. In 2020 Report they had removed the map, but in 2021 Report, the disputed map is introduced again! (7/n)
Thanks to lobbying, by 2018 key USCIRF functionaries - Nadine Maenza, Anurima Bhargava, and Harrison Akins - start appearing in several events hosted by Justice for All, Sound Vision and IAMC - the fronts that spend money to lobby USCIRF against India! (8/n)
By 2020 the Fronts managed to influence USCIRF sufficient to get India designated as CPC,& in 2021. Shaik Ubaid & Co were not only instrumental in managing Report, but also in amplifying. As graph below shows, all mentions of USCIRF on Twitter are led by these fronts alone. (9/n)
The grp also deploys fake handles fr amplification. A total of 1748 fake handles wr created between Jan to Apr 2020; of which about 750 handles wr created in month of Apr- the same month the report was published. The handles dominated all the discourse on the USCIRF report.(10/n)
And then there are more ‘concerned individuals’ like Ajit Sahi who put in so much effort to amplify the Report. Sahi is both in Quill Foundation and also in IAMC Advocacy group and have been previously known for publishing series of articles defending SIMI. (11/n)

Likewise, another Front ‘Save India’ is also IAMC Front which was being run earlier as ImanNet, a Muslim Network site launched by Shaik Ubaid. The Burma Task Force, founded by Shaik Ubaid, was earlier known as Burma Muslims on Facebook (between 2012-17). (13/n)

SIMI, founded by Mohammad Ahmadullah Siddiqi was banned in 2001 for terror links & later it was declared a terrorist organization. This Ahmadullah Siddiqi is now serving as the Executive Director of Sound Vision which is powering Justice For All front.(15/n)

ICNA claims to be advocacy forum, but its sister NGO, HHRD has ties with global terror groups - JeI, Lashkar-e-Taiba and Hizbul. HHRD has also been providing funds to Al-Khidmat. ICNA Magazine “The Messenger” had celebrated Jihad in Kashmir in which “Hindu Soldiers” died. (16/n)
ICNA & Jamaat: ICNA felicitated Nizami of Bangladesh Jamaat-e-Islami & Al-Badr, who was responsible for genocide of Bengali intellectuals during the Bangladesh Liberation War in 1971. ICNA honored him posthumously for his “Outstanding Contribution” to Islam. (17/n)

The IAMC fronts - IACSJ and Save India - hype the narrative of rising Islamophobia in India. Both the fronts use a database to justify this - DOTO db, which is highly inflated and in part fabricated (67% of the 22,919 cases is wrong). (18/n)
