Madhavrao always thought of the integrity of the empire first.
The best example of this: His uncle Raghunathrao asked to partition the Maratha Empire in two. In his letter to Chinto Vitthal Rairikar (Raghoba's man) referring to his uncle's adherents, Madhavrao strictly wrote:

"I will not be a party of any such division. I will rather surrender by Peshwaship, and give it to my uncle, and I will serve him. The uncle asked for a partition which would reduce the strength of the empire, & enemies will fall on it."

His letter to Marathas at Delhi in Jan-Feb 1772 highlights his political grasp of the subcontinent, as well as insistence on religious reclamation.
He writes: 'Have you at least freed the holy places of Kashi & Prayag from Muslim control?'

Further:- 'Never allow the English to make a lodgement at Delhi. If they obtain footing, they can never be dislodged. [...] They have seized strategic points & have formed a ring round the Indian subcontinent, from Calcutta to Surat'

Madhavrao was always particularly careful about the interests of people. He always ordered his troops that ryots should not be molested at all.
In his last will dated 30 Sep 1772, he particularly ordered to modify the system of revenues as it was found oppressive on ryots.

The system of Veth/forced labour on lower classes was completely abolished.
The celebrated Chief Justice Ramshastri Prabhune was appointed by Madhavrao. Under Ramshastri, the judiciary worked very efficiently. Complaints were speedily noticed & culprits were rightly punished.

Madhavrao's espionage was so efficient that everything came to his notice.
Kincaid also writes, "His secret intelligence was faultless and no matter how remote the officer is guilty of acts of tyranny, he rarely escaped punishment."

Madhavrao was known for his strict discipline. Madhavrao's awe was such that his enemies and companions feared him a lot. In a contemporary letter Haripant Phadke wrote, "I am scared of him a lot. I pray to god that when the day will finish."

But without fear a state can't be run. Corruption, bribery should be dealt strictly and Madhavrao did so.
Peshwa raised many outstanding, trustworthy subordinates, who preserved the Maratha State even after his death. Some names are Haripant Phadke, Nana and ..

Moroba Phadnis, Mahadji Shinde, Visaji Krishna Biniwale, Ramchandra Ganesh Kanade, Tryambakrao Pethe etc.
Madhavrao personally controlled every part of the military sphere too. From Pune, he supervised the details of military operations in distant Rohilkhand.

Kincaid wrote: "The only fault that the harshest critic can find in this admirable ruler is, that he shortened the life precious to his people by his arduous & unceasing toil."
These memorable lines are a fact. Madhavrao was infected with intestinal tuberculosis in May 1770.

This disease is characterised by unbearable abdominal pain. Pain was such, that during his last days Madhavrao once asked for a dagger from his uncle to cut his belly so that he might escape from the terrible suffering!

Madhavrao's last days were unfortunately very painful. He died on 18 November 1772 at 11 o' clock in the morning, with the word 'Gajanan' on his lips.

Therefore, early historian of Marathas, James Grant Duff has justly emphasized that,
"The plains of Panipat were not more fatal to the Maratha Empire than the early end of this excellent prince."
