First, no, radioactive spent nuclear fuel is actually fine and very practical to just store on site.
The solution is to keep it at the operating nuclear plants where it is produced. Move it around if more space needed.

Here's a very expensive display set up in Berlin Central Station to BOTH (a) freak out Germans about high level nuclear waste, whose storage has a sterling global safety record (because it's so easy), and (b) convince them it would be okay to store it under their town forever.
Nobody can ever say the Germans don't care about craftsmanship, and as a witty commenter on a previous German tweet said, "When the Germans decide to be wrong, they go all the way".

I am pleased to offer my consulting advice to Germany on this matter.
1: don't close the plants. Waste is fine there
2: save an immense amount of money while avoiding the potential destruction of public will to lower emissions for a generation
3: beer and pretzals all around
