Do women have the right to learn Vedas and chant Gayatri Mantra?

Kathak Samhita says about a girl who initiates in studying Vedas.
The Gayatri mantra is cited widely in Vedic and post-Vedic texts. If a woman can study Vedas then why can't she chant Gayatri Mantra?
Coming back to the Mantra itself.

As the name 'Gayatri' in Gayatri Mantra suggests that it's a name of a woman who's given a mother's form (despite the name, there are rumors against women chanting it). She's called the Tripada - who has cosmic qualities of Sat, Raj and Tam.

They represent the dieties - Saraswati, Lakshmi and Kali.
*Gayatri is called Vedmata - she's the essence of the source of Vedas.*

She perplexed the Rishi with several questions - "That, O Yajavalkya, which is above the sky, that which is beneath the earth, that which is between these two, sky & earth, that which people call the past, the present & the future—across what is that woven that ā€˜permeates’ it?
She has written several hymns in Rigved.
With her mastery of the Vedas, she certainly must have chanted Gayatri mantra thousands of times.
