In the video, the oath has been administered privately. There are only two people. One dictating the oath and another taking it. It was not a public ceremony. It is a private affair even in this video. Laxity( shooting it and posting it on YT) does not discount its private nature
And yes, there are also variations. It is generally administered to people going to training camps, but there are certain regional and departmental variations here too.
