This is another one of the absurd, crudely faked Hebrew manuscripts, likely made in Turkey, that exploit anti-semitic tropes and near total ignorance of Hebrew or Judaism to rip off local buyers, who are commonly led to believe that they have purchased a priceless antiquity.
Here's a good post from the blog of the National Library of Israel on these crude modern [mainly Turkish] forgeries, of which there are many hundreds if not thousands circulating.

I would refer you also to my seminal and widely cited monograph published by De Grunter: "The Bulshittistan Tribal Scribal Bible Revival".
To answer your queries, Bulshittistan is a landlocked mountainous state bordered by Turkey, Syria & the Autonomous Democratic Republic of Getdafukowia. It's the location of the fabled Great Yurt Synagogue & Bar & Grill mentioned by Marco Polo, who especially admired the winelist.
This priceless ancient manuscript was written for the Mountain Jews of Bulshittistan by the controversial scribe Rav David ben Nachman l’Chaim, known to Talmudic scholars as the Notorious ReDoNC.
Notorious ReDoNC's signature "shiny" calligraphy was of course influential on later Bulshittistan scribes, including DaRebby and 50 Shekels.
