In c.72 CE, Kanishka wasn't even born.
His great-grandfather Kujula Kadphises was ruling over the Kushan throne. The dates given in these UPSC books is based on an old, outdated chronology that has been discarded by modern historians.
It is interesting that this UPSC book mentions Ashvaghosha presiding over the "fourth Buddhist council".
Well, we have the writings of Ashvaghosha available to us and he nowhere mentions anything about this council.
