Not exactly.
IEC Navy was developed long before Chozhas came out of woodwork by PALLAVAS who are deliberately ignored by Dravidianist regionalists due to their origin from North & adherence to Prakrit.
Pallavas had already civilized lands up to Vietnam centuries before Chozhas.
There is a gap of nearly a millennium between Old Chozhas & "New" Chozhas, ones popular in Right-Wing circles. Connecting these 2 eras of Imperial regimes to give continuously dominant royal antiquity to New Chozhas is not correct.
This is done to overtake the Pallava timelines.
We have tried to investigate innovations of Chozha administration regarding Navy but beyond world-class logistics (even whether this is their innovation is unclear) it is certain the Indian East Coast Navies were already top-notch not just in South but in North, Kalinga, as well.
As far as Maratha Navy is concerned, it grappled with and mauled (ALL of) the greatest powers of that Era not merely 1-2 petty South-East Asian principalities, & it triumphed always.
This isn't however a comparison thread but a Fact-Check. Maratha Navies were always unbeatable.
Maratha Lords were Privateers of Vijayanagar WC Navy as well.
At pinnacle of the power of Neo-Sassanid Bahmani Dynasty, Maratha Navies of RajeShirkes & Chalukyas plundered & massacred fleets of the most elite Hāji Musallmāns of the Subcontinent in thousands as a yearly ritual.
This is almost over 2 centuries before rise of Chattrapatis.
Bahmanis expended all their resources trying to put these 2 Maratha Kings down.
In fact after this campaign the great Bahmani Waqil-Us-Sultanat Mahmud Gawan fell into depression & vowed never to engage in combat again.
None of this should take away from Chozha Naval glory, but comparing them to the Marathas in terms of relevance in History isn't right in any way whatsoever.
