Whoever views permissible to rebel against muslim rulers is a misguided khariji (even if he doesn’t make takfir based on major sins) and likewise those who instigate rebellion without rebelling themselves.

Muhammad b. Hasan al-Shaybani, the companion of Abu Hanifah, [d. 189 AH] said in Al-Muwatta of Imam Malik from his narration ‘Chapter: The sin of the khawarij and the virtue of adhering to the Jamā’ah.’
He cited his chain and narrated the hadith, then commented at the end: “We thereby take from this that there is no good in rebellion and there must not be except adhering to the Jamā’ah.” Shaykh Daghash Al-‘Ajmi said: He applied the hadith of the khawarij on those who rebelled.
Imam Ahmad b. Hanbal [d. 241] AH mentioned in ‘Sharh Usool As-Sunnah’
“And it is not permissible to fight against the ruler or for anyone from the people to rebel against him. He who does this is an innovator (mubtadi’) who is not upon the Sunnah and the correct path.”
And similarly said by Imam Ali b. al-Madini [d. 234 AH] related by Imam al-Lalika'i
Al-Hafidh Harb al-Kirmani [d. 280AH] mentioned when he spoke of the creed of the Salaf: “And obeying those whom Allah has charged over your affairs, do not withdraw from his obedience and do not rebel against him with your sword until Allah makes a way out for you...”
“And do not not rebel against the ruler, you listen to and obey [him] and do not break off allegiance from him, whoever does such is an innovator opposing the Jamā’ah.”
