- Imam Ibn Jarir al Tabari In his Tafsir 6/137. Allah (عز وجل) is talking about the mushrikeen when they are Sailing.

And they don’t Call upon anyone besides him and they don’t ask for help (yastghituna) from anything besides (him)”
So here we get that they used to Call for help or istighatha from other then Allah normally which was part of their shirk but when they fear drowning they Call upon Allah alone.
