#Nigeria's @HouseNGR seeking to slam a ₦500 million ($877k) fine on public officials leaving the country to get medical treatment is a tacit acknowledgement of the bad behaviour of @MBuhari, the country's President.
Sadly, it's at that point that the Bill runs into trouble.
It runs into trouble because quietly inserted in the Bill is a provisio that it's either a Health Minister or Commissioner that would tell his principal that he (in #Nigeria's history it's always a he) can't do the medical jaunt that he wants to.

And this is where the big issue that @HouseNGR is avoiding emerges.
#Nigeria has laws that envisage a lot of situations, including Buhari's (and other public officials) health jaunts.
It's not a lack of laws, it's a lack of will to enforce them because we personalise power.
Having said all of that, this new bill is a quiet acknowledgement of one thing: the Buhari government particularly has run roughshod all over #Nigeria's laws, norms and guardrails.
The next legislative session, as a matter of priority, needs to pass laws to fill the clear gaps.
