(2) Shodan locates cameras based on their IP address. This is not very precise. It is good for region or large-city level accuracy, but the more specific you try to be, the less accurate it becomes.

(3) Legal disclaimer: Shodan captures still images from these webcams but they are accessible usually as a result of poor security configuration (but not always).

(7) Shodan captures still images from the camera feeds. They are timestamped and updated regularly (as long as the source remains accessible).
(8) There's a live webcam stream covering Kyiv that is accessible here (with archives). As you can see there are no power cuts at this time.
