2. utilities enabled by NFTs

Not everything NEEDS to be on-chain and some parts do.

Storing stuff on the blockchain is expensive
So you want to store data that is necessary to validate ownership
But media files don't have to be stored on chain.
It can make use of IPFS to store the asset (media file) of the NFT, which is not on chain, but still decentralised.

Sure a lot of platforms give the illusion of being decentralised, but aren't really.
However the way this article phrases it, makes it look like every platform is just centralised
While some platforms, cough, are actually empowering artists and developers to become decentralised
