It's permissible to visit the graves of disbelievers.
But it's haram to give Salam to their grave or make du'aa for them.

(وتباح) زيارة مسلم (لقبر كافر) ووقوف عنده «لزيارته صلى الله عليه وسلم لقبر أمه وكان بعد الفتح» ولا يسلم عليه ولا يدعو له، بل يقول: أبشر بالنار، وقوله تعالى {ولا تقم على قبره} [التوبة: 84] المراد به عند أكثر المفسرين: الدعاء والاستغفار له.
