Article 9 allows the WHO to receive reports from non-state actors (No biggie), but the proposed changes eliminate the need to verify the information received with the state.

But their desire is clear, "encouraging the State Party to accept the offer of collaboration by WHO"

This is not a change, but it stood out to me. The "Emergency Committee" which advises the director general is chosen by the director general himself from an "IHR expert roster"
