Repentance isn’t “being sorry”. Repentance is turning away and sinning no more. It means to turn one’s spirit, one’s scheme of life around.
It of course is a necessary condition of repentance to acknowledge that we have strayed, both generally and specifically.
A more interesting question which I always get tangled up in is whether penance comes first or after repentance.
