Just a note that the co-author of that 2008 paper and who appeared back on virological.org to point out the APOBEC link, is Andrew Rambaut (@arambaut).
And here we are.. @arambaut totally correct.
Pretty much every mutation from Israel_2018 (ON563414.1) is either
TT->TC *or * AA->GA
i.e., a leading T for T->C and a trailing A for A->G
Only possible under the influence of an agent such as APOBEC
=> LAB MADE
Clarification: the correct change is the opposite way from that which I posted earlier in the thread
TT<-TC *or * AA<-GA
That is
C->T(U)
or
G->A
Which means - as @fatlas8 correctly pointed out to me - #molnupiravir is also a prime candidate for inducing these mutations.

Except I don't think this "outbreak" could have arisen from using #molnupiravir in the treatment of #covid19 because it doesn't explain the features in a lab strain (from 2018) of #monkeypox.
That's why it must have been passaged in a lab (under control of the mutagen) first.
