Imam Ibn Kathir says in his Tafsir of the Ayah:
“إن هللا ومالئكته يصلون على النبيصلى الله عليه وسلميا أيها الذين آمنوا صلوا عليه وسلموا”
قال البخاري : قال أبو العالية صالة هللا تعالى ثناؤه عليه عند المالئكة , صالة المالئكة الدعاء
وقال ابن عباس : يصلون يبركون

Imam Al-Tabari says in his Tafsir of the Ayah:
القول في تأويل قوله: (تعالى إن الله وملائكته يصلون على النبي ﷺ يا أيها الذين آمنوا صلوا عليه وسلموا تسليم)
يقول تعالى ذكره: إن الله وملائكته يبركون على النبي محمد ﷺ
القول في تأويل قوله: (تعالى إن الله وملائكته يصلون على النبي ﷺ يا أيها الذين آمنوا صلوا عليه وسلموا تسليم)
يقول تعالى ذكره: إن الله وملائكته يبركون على النبي محمد ﷺ
“As for the Almighty's saying, "Indeed, Allah showers His blessings upon the Prophet..., the Lord said, "Indeed, Allah and His Angels send blessings upon the Prophet Muhammad ﷺ, peace and blessings of Allah be upon him."”
Al-Tabari cites a report from Ibn 'Abbas which says the same:
كما حدثني علي، قال: ثنا أَبو صالح، قال: ثني معاوية، عن علي، عن ابن عباس، قوله ( إن الله وملائكته يصلون على النبي يا أيها الذين آمنوا صلوا عليه ) يقول: يباركون على النبي ﷺ وقد يحتمل أن يقال: إن معنى ذلك: أن الله يرحم
كما حدثني علي، قال: ثنا أَبو صالح، قال: ثني معاوية، عن علي، عن ابن عباس، قوله ( إن الله وملائكته يصلون على النبي يا أيها الذين آمنوا صلوا عليه ) يقول: يباركون على النبي ﷺ وقد يحتمل أن يقال: إن معنى ذلك: أن الله يرحم
النبي ﷺ، وتدعو له ملائكته ويستغفرون
“It was reported to me from 'Ali: "Abu Salih said, "Mu'awiyah said, "'Ali said, "Ibn 'Abbas said, "Indeed Allah showers His Prophet ﷺ with blessings..." meaning, "[Allah] blesses the Prophet ﷺ " and he also said,
“It was reported to me from 'Ali: "Abu Salih said, "Mu'awiyah said, "'Ali said, "Ibn 'Abbas said, "Indeed Allah showers His Prophet ﷺ with blessings..." meaning, "[Allah] blesses the Prophet ﷺ " and he also said,
"the meaning of this is that Allah forgives his Prophet ﷺ and the Angels supplicate for His forgiveness.”

Imam Al-Baghawi quotes Ibn ‘Abbas in his Tafsir of the Ayah:
قال ابن عباس: أراد إن الله يرحم النبي ﷺ، والملائكة يدعون له. وعن ابن عباس أيضا: "يصلون" يتبركون
“Ibn Abbas said: “By this [Allah means], Allah forgives The Prophet ﷺ, and the Angels supplicate for him.”
قال ابن عباس: أراد إن الله يرحم النبي ﷺ، والملائكة يدعون له. وعن ابن عباس أيضا: "يصلون" يتبركون
“Ibn Abbas said: “By this [Allah means], Allah forgives The Prophet ﷺ, and the Angels supplicate for him.”
Also, [it is also reported] from Ibn Abbas: “Prays” [means] “blesses”.”
Al-Baghawi also says:
وقيل: الصلاة من الله: الرحمة
“ومن الملائكة: الاستغفار”
“And he [i.e. Ibn Abbas] said: “Prayer from Allah” [means] “mercy” and “from the angels” [means] “forgiveness.””
Al-Baghawi also says:
وقيل: الصلاة من الله: الرحمة
“ومن الملائكة: الاستغفار”
“And he [i.e. Ibn Abbas] said: “Prayer from Allah” [means] “mercy” and “from the angels” [means] “forgiveness.””
Al-Baghawi also quotes Abu Al-Aliyah:
وقال أبو العالية: صلاة الله: ثناؤه عليه عند الملائكة، وصلاة الملائكة: الدعاء.
"And Abu Al-Aliyah said: “Allah’s Salah” [is] His praise of him with the Angels, and the Salah of Angels is supplication.”

Imam Al-Qurtubi says in his Tafsir of the Ayah:
"والصلاة من الله رحمته ورضوانه، ومن الملائكة الدعاء والاستغفار، ومن الأمة الدعاء والتعظيم لأمره."
"And “prayer” from Allah [is] His Mercy and His Pleasure, and from the Angels [is] supplication and forgiveness, and from the Ummah

Imam Al-Alusi says in his Tafsir of the Ayah:
واختلفوا في معنى الصلاة من الله تعالى وملائكته عليهم السلام على نبيه صلى الله عليه وسلم على أقوال فقيل: هي منه عز وجل ثناؤه عليه عند ملائكته وتعظيمه،… وقيل: هي منه تعالى رحمته عز وجل
“And they (i.e. scholars) differed in
واختلفوا في معنى الصلاة من الله تعالى وملائكته عليهم السلام على نبيه صلى الله عليه وسلم على أقوال فقيل: هي منه عز وجل ثناؤه عليه عند ملائكته وتعظيمه،… وقيل: هي منه تعالى رحمته عز وجل
“And they (i.e. scholars) differed in
the meaning of Salah from Allah and His Angels, upon them be peace, upon His Prophet, peace and blessings of Allah be upon him.
Of the sayings [i.e. possible meanings] was the Almighty and Exalted’s praise of him with the Angels and His glorification of him…

Imam Al 'Ulaymi says in his Tafsir of the Ayah:
[56] {إن الله وملائكته يصلون على النبي} صلاة الله: رحمة، وصلاة الملائكة: الدعاء، وصلاة المؤمنين: سؤال الصلاة عليه.
