Why can't the govt do some market research before launching any policy?
People do one to launch a soap, and they aren't doing one before launching policies.
If not modifying the policy, at least it will help the govt to be prepared and manage the response.

The whole market research industry had its genesis in policy measurement.
Frank Roosevelt, hired George Gallup to understand public opinion on him and his policies. The scientific techniques used to measure it, catapulted Gallup to the top of the opinion poll industry.

Which then transformed into the market research industry that we know today, which makes the lives of Sales Managers miserable.
Point is, there are a lot of methods available, to gauge public interest.
Govt should use it.

And if govt relies on the babudom to gather and gauge feedback, then it is done for.
They are as far away from people as Saturn is from Sriperumbudur.
You can't get anything useful from them.
