Dear Abusers, Trollers, Venerable Gentlemen who doubt my sanity, I am grateful for your words and analysis of my mental condition.
Here is a fact check on why I asked that question.
As per the Army website Gen Rawat was commissioned in 1978. So he missed both Wars – 1965 & 1971.
My comments/queries/doubts are fact based and rely on replies obtained from his Department through the intervention of the Central Information Commission and the RTI Act, 2005.All of it has been written & published in Indian Defence Review (IDR) in 2019-20 when the General
was alive indiandefencereview.com including one titled Depriving Armed Forces to reduce defence budget – why blame the CDS for following precedent of idiosyncratic decision syndrome.
I am also aware that he had got a copy of my book "Are Central Pay Commissions Expert Bodies - a simple analysis" published by pothi.com in July 2020 that discussed the long pending anomaly of Cols and Brigadiers drawing more pay and pension than Maj Gen and
above right from 1986. His solution, in his own handwriting is “For HAG & upper (sic) pay level is fixed and no matter how many years of service one puts in thereafter, there is no further annual increment. Hence, if C-in-C rank officers have been fixed at an upper ceiling (sic)
with no increments, how is the same analogy not applicable to other ranks. 2. ….Are all personnel bearing similar hardship as soldiers deployed on the border or submarines under water or pilots …. fighter aircraft. Why are we silent on such issues. Discuss. Sd/---“ (Page 87/90
of F No. 1(6)2013-D(P/S).
There is something called a Central Pay Commission that determines the pay, increments, allowances, pensions etc and even the Supreme Court has been loathe to tinker with the findings of the CPC stating ““any complex exercise of job evaluation which is
is the remit of an expert body like a Pay Commission” and the Court will review the issue if it “brings out glaring infirmities” on 11.3.2008 in Writ Petition (Civil) 648 of 2002 in Ramesh Singh Vs UoI. So, if infirmities were there, the CDS, as then COAS had 3 years (2016-2019)
to address this issue.
How does one differentiate between pay of fighter pilots and helicopter/transport ac pilots who fly to Siachen, over seas, in areas where succour has to be provided in natural calamities? Are soldiers fighting terrorists different or less exposed to death
than those on the borders? Further, differential Flying Pay and Technical Pay had put the pilots and Technical officers on a course to mutiny in 1998 (brief mention in one of articles in IDR). Did history have to be repeated?
My criticism of the General, may his soul find peace,
or question is not as detailed as this thewire.in
That is why I asked a question. And you took umbrage exposing your ignorance and partiality to fiction.
The above quote is from just one page (of 75 pages from one file) a reply that needed intervention of Central Information Commission.
