Before running any Cost Cap ad groups you want to run Lowest Cost for a few days, to make sure you have a winning product, offer, and creative combination.

Setup (careful bro)
Lower your Cost Cap to the lowest CPA you can imagine getting with normal scale ($10-$15 usually)
Run accelerated spending (at the bottom)
and do $500 budget adgroups (If you have a low ticket product it may spend crazy so try the lowest bids first.)

Now since your bid is so low TikTok will be forced to spend as low as possible rather then blowing your whole budget. You won't spend thousands off of a few adgroups, usually like $20-30 per, but you will get excellent traffic.
If you are on a tight budget and think TikTok will overspend use a campaign budget (seriously be careful bro)
How to scale?
Duplicate the same ad group 50 - 200 times. You can also try out different budgets & caps to get the best results.
Extra points:
Watch for a pattern. Usually bids spend best 1st or 2nd day. If you notice issues, you can export and import your campaign every 3rd day to stay in the early part of the learning phase. I would recommend having a connected pixel.
