Many say the reason there are so many homeless in places like Portland is lack of housing. But the real reason is that progressive local governments don’t require people to stay in shelters, which are often empty, as journalists periodically re-discover.

Because “not everybody wants to be in a shelter and it's not required…” said an official.
Portland even allows homeless people to take over the homes of residents, who are forced to move.
