Mira Bhayandar Municipal corporation. The road at 50 meters from Tolls are maintained by MSRDC.
The flyovers on WEH are maintained by MSRDC (not all) for example, Oberoi Mall Flyover, South Bound is maintained by MSRDC and North bound by MMRDA. (2/n)

The money for WEH roads come from MMRDA budget (18k Crore approx annualy), the flyover maintenace money comes from the Tolls we pay.
The service roads are some under BMC, some under Public Works Department and Some under MMRDA because of Metro Works. (3/n)

and all of these agencies uses an excuse of "not my department" to protect the contractors responsible for repairs. For example, the start of Vakola flyover has potholes and neither MMRDA nor MSRDC will take direct responsibility to fix it.

Now coming to BMC roads.
In BMC itself, there are 2 agencies usually responsible for roads. One is at the ward level and one is a Central Roads agency.. Some important roads like SV road and Link Road are / were maintained by central roads department

This gives them leverage to keep transferring it from one department to other at times.
Part of link road and part of SV road was handed over to MMRDA because they were doing metro works, so there's no proper document to see who is exactly taking care of what

and that's where MMRDA and BMC keep on blaming each othet for not fixing roads. Especially at junctions where one road is taken care by MMRDA and other by BMC and in BMC too, some under Centrals Roads dept. and some with Local ward. (7/n)

So there's no way to know what part is maintained by which department and this gives all the agencies and babus sitting in the agencies a leverage to not do the work.

To wrap this,just in Mumbai itself we have BMC Local wards, BMC roads, MMRDA, MSRDC and PWD maintaing roads.
Why can't one agency be responsible for everything. Or why cant there be one agency to take up all complaints?

And while citizens spend huge taxes, Tolls, and their lives complaining, these public servants (IAS or otherwise) enjoy their lives making money by creating more departments to pass on the responsibility.
