First, like previous plans, a large percentage (about 60%) of the newcomers are expected to be economic immigrants

The plan accounts for applications that will likely be finalized & that the applicants are able to land in Canada.

The backlog of PR applications is reducing, more people have landed in 2022, and PR programs like Express entry draws have returned fully
This is clear from the target for Express Entry which is low in 2023 but went up by 2024 & 2025.

More landed PRs (for Express Entry) in 2024/2025 will happen because more Express Entry invites will be issued before then. The apps will then be finalized for applicants to land in 2024/2025

The quota for provincial nominee programs also increased significantly, compared to other previous plans
I see it as a deliberate effort to redistribute the population to other provinces (outside of popular destinations). Look out for opportunities in that area and key into them

The increase in num of new permanent residents to admit points to one thing, immigration will be a thing in Canada for some time.
This is due to the aging/low population, retiring baby boomer workforce, shortage of workers in key sectors), impact immigrants are making here, etc.
