Dr. Igbalajobi,
First, I want to say we value your opinion on our English proficiency requirements.
We do not consider Nigeria an English-speaking country. We require English placement scores for every student type (first-time/transfer/non-degree) and regardless of student status (domestic/international).
We are aware that students in metropolitan areas have more access to English-speaking schools and tend to do better on English test, but because those areas don't account for the entire country, or the entire applicant pool our institution has decided
English proficiency for Nigerian students should remain.
