The festive season of Hindus which peaks during 5 days of Deepavali (Diwali), finally culminates with Kartik Purnima festival.
This is the day Lord Shiva decimated Tripurasur & Devtas celebrated Deepavali. Hence it is also known as Tripurari Purnima & Dev Deepavali
Kartik Purnima also marks the final day of Bhishma Panchak & it is on this day Hindus all over India celebrate various fairs commemorating these Pauranik events

In Jammu, people remember their ancestors & attend community Mel at their Kuldevta shrines; Khichdi, Tricholi & Amla items are prepared on this day
Grand fair dedicated to Baba Jitto (devotee of Maa Vaishno) is organized on this day; also attended by devotees from N. Punjab & HP
Same way in Himachal, there are community Mels & fairs all over the state. As, Kartik Purnima is the last day of Bhishma Panchak so many fairs culminate on this day.
Fairs at Jwalaji, Naina Devi, Dera Rudranand Una are held on this day & also attended by Hindus from E Punjab
In the state of Punjab, a 10 day long Grand fair is held at Ram Tirtha Mandir, Amritsar on the ocassion of Kartik Purnima. Hindus perform a Ritual dip in the holy sarovar of the Mandir
For Hindus of Multan region, this is the day of fasting. Married women perform Vrat and worship their Ishta Dev Raya Damodar ji (Shri Krishna). (Tubri Vrat or Kothari Purnima Vrat)
Jhaakis (processions) associated with Shri Krishna Balarama Leela are held on this day.
In Haryana, Kartik Purnima festival is held at the ancient Hindu Tirtha : Kapal Mochan.
Kapal Mochan is pretty ancient tirtha of Hindus which has mention even in Mahbharata. This fair is also attended by Hindus from South eastern part of Indian Punjab
The Hindu tirtha of Pushkar in Rajasthan is known for its Kartik Purnima fair. Kartik Purnima celebrations here are one of the largest in North India
Somanath Tirtha & Shamlaji Mandir in Gujarat is known for their Kartik Purnima fairs
In Madhya Pradesh, special Snan is organised at Narmada river (Omkareshwar) & Shipra river (Ujjain).
Kartikeya Swami Mandir at Gwalior opens only on this day to the devotees for divine Darshan
In Maharashtra too, this is the day for Kartik Swami Darshan. Women seek blessings from Bhagwan Kartikeya for conjugal blessedness.
Processions are held in Kartik Swami temples on the day. One of the important darshan procession takes place at Rajapur near Ratnagiri.
Kartik Purnima in Goa :
A palanquin of Lord Vitthal is brought to the site amidst chanting to the accompaniment of traditional temple music. The palanquin is then kept on the banks of the river till the boat competition concludes with the prize distribution.
In Karnataka, on the day of Kartik Purnima, โ€˜โ€™Shiva Linga Mahajal Abhishekam is espied to please Lord Shiva
People in Andhra Telangana
observe a special Fast- Bhakteshwara Vratam on Kartik Purnima and โ€˜Anantagiri Jatharaโ€™ย is commemorated atย Ananthagiri Anantha Padmanabha Swamy
In Odisha this day is associated with maritime traditions. It marks the day of Bali Jatra. A ritual called Boita Bandana is held on this day. Deeyas in miniature boats are rowed in water bodies on this day.
Similarly in the states of Uttar Pradesh & Uttarakhand is known for Kartik Purnima & Dev Deepavali celebrations at Haridwar, Kashi, Mathura & Ayodhya
People perform ritual bath at Ganga, Yamuna & Saryu rivers.

As per Nimat Puraan, on passing day of Kartik Purnima Rishi Kashyap started draining off the water to finally give rise to Kashmir.
