When applying, be smart to target schools that have lots of internal funding opportunities (summer/research/travel grants, fellowships).
Reason: Stipends may not be enough to survive in grad school. So, these extra monies help a lot

How to find such universities:
Every university website has a page that talks about funding opportunities available to their students.
Look at their
(a) General funding page
(b) Grad school funding page
(c) International students funding page

First semester never finish I don collect like two grants. Be intentional about the university you'll end up in.
Stop prioritizing location. After your program you can live anywhere in the country. I abandoned a school in Washington DC (Georgetown Uni) for a school in Iowa City.
Stop asking questions like "where is the school located" and start asking "Do they have enough funding to see me through my studies?"
Fully-funded students have so much work to do that it's near impossible to do a side hustle. Deadlines won't let you work elsewhere unless it's not R1 cos R1 grad schools are VERY rigorous in nature.
So, go where the money is - make hunger no kee you for grad school.
