Yes - G constantly make adjustments.
Yes - G quite frequently update algos.
Yes - G occasionally push new algos.
Yes - G change or introduce new SERP feature

Many are improvements upon pre-existing things!
Some are extensions of approaches that are years old (or older!).
The overall impact of these things is typically minimal.

Yes - lots of changes in how the SERP look.
Yes - lots of changes in what appears in the SERPs.
Yes - G got very good at squashing blatant garbage/spam.
Yes - G got pretty good at slapping huge networks too.

(for mainstream searches!?)
Yes - G uses more signals/features for ranking factors.
Yes - G seems to have increased the influence of topicality.
But - all in all ... not much really changed.

the faster it appears to move.
The more you do,
the more you learn,
the more you know,
the more you understand,
the further away you are,
you see the bigger picture,
and
you see it move slower.

But it's not changing (or evolving) fast (or rapidly) etc.
It's generally following a fairly linear,
and quite clear,

G have made massive changes to their infrastructure.
They've made huge gains in regards to processing power and speed.
They've amassed far more data and insight, making more connections.
They've gotten more accurate too!

You still use it in the headings
You still use it in internal/inbound link text
You still use relevant/related/associated terms
You still produce multiple pages around a term/topic
You still target what users search for

You still try to reduce load times
You still try to avoid confusing/frustrating visitors
You still try to make it easier for them to go from A to B
You still try to prevent/reduce (internal/external) duplication

You still try to increase your position
You still try to increase your impressions
You still try to increase your click through rate

So - despite all the "changes",
things are still pretty much the same as they always have been.
G's gotten better at what they do,
there's a tad more to do,
and you're aware of more,
and can do more.
