Start with the actual Business.
Get info regarding products/services, margins and existing sales volumes.
This allows you to see what terms make money,
and which don't.
Then take those as seed terms, and do Keyword Research.

You have to tag the keywords with Intent/Stage
(Bottom of Funnel / End of Journey).
These are the terms that are more likely to convert.
Terms that pertain more to info, news, trends etc. are less likely to make money.
Then it's prioritisation.

You now have a rough prioritisation of terms,
that you can group by product etc.,
