2/ The changes have been announced today as part of a package of measures introduced in a new draft law submitted to the State Duma, Russia's Putin-controlled parliament. It provides for the use of an online government portal to send addressees what it describes as:
3/ "Additional electronic copies of simple or registered letters (electronic images of documents) in order to inform citizens and organisations of the relevant notifications sent to them by state bodies or organisations".
4/ The government also intends to provide Russian websites with domestically-issued security certificates, to replace foreign-issued certificates that have been revoked. This will require Russians to switch to Russian-made web browsers such as the Yandex Browser. /end
