Caritas Africa represented by our @espila; on behalf of CSOs presented the following messages on Migration and Mobility.

1.Migration is part of life; and to realize its development potential; favourable immigration policies should translate to, among other things: free movement
of people, goods & services, the right of residence and right of establishment in Africa and; from Africa to Europe. In this way, Migration happens only out of choice.
2. Following launch of the joint AU-EU vision in February 2022, concrete steps have been taken to advance migration containment objectives, they include:
i) The adoption of action plans for several specific African countries by the European Council,

ii) Efforts to operationalise the role of Frontex in African countries,
iii) And Development of the EU Action Plan for the Central Mediterranean.
3. However, initiatives such as Talent Partnerships; which promote safe, orderly and regular pathways for migration; remain limited

to a few countries thus impacting very few people.
CSOs called on the AU-EU Commissions to explore 3 people-centered solutions:
i) Immigration policies should promote regional mobility and bolster the migration -development nexus in Africa:

Resources may be channelled to boost intra-African trade/ regionalisation efforts/ in accord with the 1991 Abuja Treaty & its 1994 protocol on free movement of persons. Strengthening of the African Economic community, will translate to economic development gains;
ii) On Migrant Inclusion and Recovery: We call for: reciprocity in visa regimes/ and addressing passport inequity; enhancement of human rights protection and monitoring mechanisms in any border control initiative, to ensure policy coherence;
iii) Lastly, we ask for enhanced and continued policy dialogue with civil society in the design, implementation and monitoring of migration containment initiatives, including the Sub-Saharan Africa-Team Europe Initiatives.”
