Arbitrum utilizes a simple cryptocurrency design, augmented with features to allow the creation and use of Virtual Machines (VMs), which can accomodate arbitrary functionality.
Additioanlly, Arbitrum acknowledges two primary actors: keys and VMs

In its most simplest term, people and smart contracts instructs Arbitrum blockchain to take an action by putting transactions into the chain's inbox.
