While many may question the reason that terror groups target civilians when they have no relation to various governments, Salafi Jihadis rationalize their arguments based on Qisas and the legality of said civilians' blood in the light of their understanding of the sharia.
In the 2000s, the designated terror organization, the IS lacked the means and capabilities to thoroughly conduct foreign attacks on nations, instead opting for a local approach. Though Zarqawi did conduct some which I will list below. (This is primarily for research and analysis)
This flipped in the 2010s when the IS became the dominant caller for foreign attacks as the group continued to take many of al-Qaeda's core support base. This can be seen with the amount of IS-inspired attacks and the weakening of AQ in their global capabilities.

The unfortunate Chinese Hotel terror attack (and other attacks) are firstly justified by the IS and al-Qaeda based upon the need to retaliate against the targeted country's actions against Muslims, in this case, the detainment of Uyghurs by China.
Civilians are at times not the target when the attack is meant to deal an economic or strategic blow. Other times they are the target, see (AQ's attack on Westgate mall, Casablanca bombings, the infamous 2004 Madrid train bombings) or IS's (2015 Paris attacks, Brussels attack)
Many people, including researchers and those who are interested in the current state of affairs in Afghanistan do not properly understand the motivation and justification given in the past and present by terror groups.
