DEFUSE proposal suggested novel methods of immune modulating bats with nano-particulate aerosols.
Kingston claims they were purposely infected to increase viral load. In fact, the immune boosting measures referenced in proposal were to prevent bat shedding (spillover).

While nano-particulate aerosolization could certainly be one method of delivery for a planned bio-weapon attack, it would have to be contained & focused (as in a bat cave dwelling).
