You could say Muslims are more "civilized" than European kuffar since we're more protective of our women and less enslaved to animalistic desires, but it's better not to.
To refer to civilization as a measure of superiority is to fall into their corrupt way of thinking.
Civilization just refers to settled peoples building up complex material and social structures. It's a reflection of material wealth, so presuming that civilization in itself is something good is as ridiculous as someone acting like they're better because they're rich.
Many civilizations through history have proven that you can be civilized and evil at the same time. This is one of the benefits of the story of Fir'awn and Musa.
Egyptian civilization was the most advanced of antiquity, yet Fir'awn was destroyed *because* of his arrogance.
The attitude of the ummah toward civilization should be similar to the attitude of an individual toward wealth. It must be used in the obedience of Allah, but at the same time we must be aware it is a trial, and we should not be amazed by it or attached to it.
Both the presence of civilization or its absence can be a source of reward for the believer. Our actions can represent taqwa both in a deficit or an abundance of civilization, and taqwa is the measure of excellence of a person or nation.
Who believes that worldly knowledge, technology, wealth, architecture, influence, etc. make a person superior has been deceived by Shaitan and his awliya.
The belief in "progress" is part of the religion of modernism, and it's a materialistic deception.
Especially in the case of Western civilization, it's very clear that they've traded their faith for material gain, and we can also see many Muslims following them on that path today. Allah azza wa jal repeatedly refers to this gain as
ثَمَنًا قَلِيلً
"a small price."
فَمَا مَتَـٰعُ ٱلۡحَیَوٰةِ ٱلدُّنۡیَا فِی ٱلۡءَاخِرَةِ إِلَّا قَلِیلٌ
"Yet the enjoyment of the dunya is very small compared to that of the akhira."
