Instead of treating Brazil's top 5 engineering firms that competed internationally with US companies like Haliburton as "too big to fail", due to crimes of a few executives, as US did with Goldman Sachs,Lava Jato Judge Sergio Moro ordered full paralyzation of their operations.
Engineering, aviation and petroleum, strategic industries for Brazil's national development plan, were decimated by the US/Curitiba District Attorney's Lava Jato partnership. Brazil's top 5 engineering companies were all bankrupted. Embraer was even briefly acquired by Boeing.
After US-backed coup President Michel Temer took power, he slashed funding for scientific research and rolled out a Washington Consensus-style deep austerity program, fully continued by the Bolsonaro administration, which plunged 62.5 million people below the poverty line.
I am not an authority on any of the other countries that Lavrov referred to in his press conference yesterday, but, based on what the US has done to Brazil over the years, it sounds feasible to me.
