Are you high? The City of Chicago had over 800 homicides in 2021, out of 1,472 in the whole state.
Chicago has 2.7 million people, but Illinois' overall population is 12.67 million, so you can't explain this with population.
The rest of the state isn't the problem, Chicago is.
(Yes, you can expand Chicago's population greatly by counting the "greater Chicago area" instead of just the City itself. But then, the homicides that are counted would go up too, so the same point still would stand)
The City of Chicago is 0.8% of the country's population, but accounted for 3.25% of the country's homicide.
