I am sympathetic to the idea. foreignpolicy.com But as long as we keep saying "Europe" nothing will change, and we'd keep shouting into the ether. There's no "Europe" in this.
European interests are not collective. West Europe sees no threat from Russia, they say that cause they want to free-ride. East doesn't trust West. US doesn't want EU to be a superpower, and also not inclined to pay for European defense perpetually.
A relatively easy solution is to move troops to "offshore balancing", and let western Europe feel the threat enough, to invest more on defense/allow a natural equilibrium to set in. As long as there are American men guarding East Europe, West Europe will not do anything.
