The moral of the "boy who cried wolf" isn't that the boy is a bastard for lying - he's a boy playing a game he doesn't understand. The villain is the villagers who didn't beat the shit out of him the first time to convey the seriousness of the situation.
If you're not beating the shit out of the boy the first time he activates the Village Emergency System for fun, *you* aren't taking the situation seriously; you can't expect that him and others won't do the same thing for the same reason; and you have no Village Emergency System
Liars are a human constant, that's why there are so many fables about them. If your system relies on everyone telling the truth because you have no punishment mechanism, you have failed, and ironically you cannot trust anyone in a position of responsibility.
