@EPButler The latter half uses the causative passive form, anuvartyate - “caused to follow” [by Śiva].
Nowhere is there a Dharma that is not caused by the Pati/the Lord (Śiva) to be followed by the Dharmins.

@EPButler I get the idea of every deity being the one by virtue of becoming unique through The One.
@EPButler But I was suggesting if Paramaśiva’s role (Who is described as being beyond form & name & to whom all attributed actions are figurative) in manifesting every existent’s innate qualities (which make it unique) is similar to that of The One.
