This is ridiculous propaganda, trying to justify illegal sanctions that UN experts say amount to crimes against humanity.
The Syrian Arab Red Crescent president told AP, "There is no fuel even to send (aid and rescue) convoys, and this is because of the blockade and sanctions"
Here is the top UN expert on sanctions, Special Rapporteur @AlenaDouhan, explaining how illegal US/EU sanctions on Syria have made it extremely difficult to provide humanitarian aid.
Syrians who are poor, elderly, disabled, and children are hurt the most.

"[Wester governments] maintaining unilateral sanctions amid the current catastrophic and still-deteriorating situation in Syria may amount to crimes against humanity against all Syrian people"
Very, very clearly, the top UN expert on sanctions wrote that US and EU sanctions on Syria are completely illegal:
They "cannot be justified" and are "inconsistent with international law".
This is cut and dry. The West has been waging illegal economic war on the Syrian people.
The United Nations special rapporteur said โ€œoutrageousโ€ Western sanctions on Syria are โ€œsuffocatingโ€ millions of civilians and โ€œmay amount to crimes against humanity.โ€

Because obviously the US knows its sanctions do block aid. And it makes it clear it will reimpose these illegal sanctions in August
