In 2001, CM of J&K Farooq Abdullah brought J&K State Lands Act 2001 which says that whoever has encroached state land before 1990 can become legal owner of that land by paying small amount decided by state govt
Money collected by this will be used to build a power plant

So this act was called Roshni Act
In 2004, CM Mahbooba Mufti increased cut off date of encroachment from 1990 to 2004
In 2007, Congress CM Ghulam Nabi Azad extended encroachment cut off date to 2007

Soon it became evident that whole purpose of this act was
1. Corruption - open loot of state land
2. Land Jihad - to establish muslim colonies in Jammu n make Jammu also Muslim majority that was Hindu majority earlier

Hindu Population in Jammu was 65%
Muslim Population was 31%
In 2011 census after Roshni Act
Hindu population : 62%

A review petition was filed in Supreme Court against judgement but Supreme Court didn't stay J&K high court order but verbally said don't bulldoze homes of poor people.

Out of 2.5 lac acre, 2 lac acre land has been freed, Govt will use this land for welfare of state
