Acceptance. The empire accepts the identity of their ethnic groups on conditional terms. They must speak the national language and follow the laws.And participate in the society.

Assimilation. The empire makes an active effort to bring ethnic groups in. This is soft power. Children of ethnic groups are taught the new culture, and educated about the benefits.
