Perhaps the most prominent feature of the plan is that it's goal-oriented focused on renewing political legitimacy through presidential &parliamentary elections through specific measures within a clear time frame.

Though the plan is based on article 64 of the LPA, it does not frame it as a pol dialogue which pol elites have mastered manipulating.Instead a Steering Panel for Libya to prepare for elex is proposed recognizing the aspirations of Libyans to choose freely their representatives.
The proposed plan restructures the pol process, ends the silos be the three tracks (pol, economic & security) established by the the Berlin Process. It aims to fulfill Libyan aspirations for the transparent management of oil revenues & unifies the executive to prepare for elex.
In assessing @Bathily_UNSMIL's plan and his proposed alternative mechanism the High-level Steering Panel for Libya, three main questions should be thoroughly answered: Who, What and How and try to address the gaps & lessons learned from Sakhirat and the LPDF.
The "who” Q relates to the issue of #representation, which is the extent to which the members in the process represent Libyan components & is inclusive enough.Yet the lack of clarity of criteria & lack of vetting in the selection process are always a challenge.
As for the "what" Q, it relates to the agenda & the scope of work of the Panel which has been limited to specific procedural tasks related to the electoral process in terms of preparing the legal framework & setting up measures to secure elex &their acceptance of their results.
⛔️Within the scope of the proposed Panel tasks is to "unify the governments or administration to ensure equal opportunities for candidates," without elaborating how. There are many possibilities here, and it is a matter of contention bet the Libyan and international parties.
Will the 2 govs be unified in 1 gov or appoint a third gov, or a small 'executive" like the Executive Office in 2011 to supervise the elections? More importantly, how will the gov be "neutralized" & that state resources not be used to finance electoral campaigns?
As per the plan, the guarantees go beyond a code of honor bet pol parties, pledges & commitments. The plan proposes financial arrangements and a national mechanism to monitor the management of resources. How?
@Bathily_UNSMIL's plan has yet to address the "how"Q related to the High Level Steering Panel's work mechanisms? Will a TOR be put in place from the outset? One of the biggest challenges that faced the work of the LPDF was the lack of TOR & dispute mechanism leading to impasse.
What's the quorum: two-thirds, 50% +1, or 75%? And most importantly, is it consistent, clear & specific from the onset so it's not manipulated. Will there be internal committees & what are their tasks? Will technical committees be resorted to from outside esp for the legal work?
Finally, how will the Panel be immunized from bribes and political money? What are the preventive measures that will be taken by @UNSMILibya to prevent corruption of the process and ensure its integrity and respect of good governance, transparency, accountability, rule of law?
