To begin with, Corruption is deeply rooted in Nigeria not because the Nigeria system is too weak to fight it but because Nigerians themselves have corruption deeply rooted in their hearts
The Murtala Administration took over from Gowon and in a bid to fix all the mess Gowon had created he purged the Civil service of 11000 corrupt officials, retired 4 VCs of Universities and also cleaned the judiciary
After his death obasanjo took over and also tried to continue to walk in his path but all these measures failed as the new guys they put in place simple continued to be corrupt just like the old guys.
Infact it was much worse that the new guys started to take advantage of the trust placed in them to wreck more havoc.

We can say Obasanjo failed to root out corruption in 1979 but his main achievements were the transition to civilian regime and also strengthened Nigeria’s foreign policy
He continued the foreign policy of the Gowon administration. He donated money to other African countries, gave drought relief funds to Ethiopia, Mali, Chad.
He also gave other economic assistance to Cameroon, Sudan, The Gambia and Zambia
He also gave technical assistance to Algeria, Botswana, The Gambia and Swaziland

Nigeria also offered scholarships to students of other African Nations to study here and also funded Bi-Lateral projects in other African countries
Nigeria also contributed approximately $80 Million Dollars to the establishment of the African Development Bank, AFDB. This was to create a bank where African countries can get loans with very minimal interest.

Obasanjo did all these but achieved very little in promoting National Unity and rooting out corruption. There was also the question of how marred the 1979 elections were
