To begin with, Corruption is deeply rooted in Nigeria not because the Nigeria system is too weak to fight it but because Nigerians themselves have corruption deeply rooted in their hearts
Infact it was much worse that the new guys started to take advantage of the trust placed in them to wreck more havoc.

We can say Obasanjo failed to root out corruption in 1979 but his main achievements were the transition to civilian regime and also strengthened Nigeriaβs foreign policy
He continued the foreign policy of the Gowon administration. He donated money to other African countries, gave drought relief funds to Ethiopia, Mali, Chad.
He also gave other economic assistance to Cameroon, Sudan, The Gambia and Zambia
He also gave technical assistance to Algeria, Botswana, The Gambia and Swaziland

Nigeria also offered scholarships to students of other African Nations to study here and also funded Bi-Lateral projects in other African countries
