What is FAME India Scheme and what makes it an important topic for UPSC Prelims 2023?

The FAME India Scheme is a part of the National Electric Mobility Mission Plan, aimed at incentivizing electric vehicles in India.
Phase I started in 2015 and Phase II is currently underway, which the Government further extend till 31st March 2024.
Under Phase-II of FAME India Scheme, the Government of India has sanctioned 670 electric buses in Maharashtra, Goa, Gujarat, and Chandigarh and 241 charging stations in Madhya Pradesh, Tamil Nadu, Kerala, Gujarat, and Port Blair.
Objectives of FAME Scheme include encouraging faster adoption of electric and hybrid vehicles, establishing necessary charging infrastructure, and addressing environmental pollution and fuel security
FAME India Scheme has four focus areas:
technology development, demand creation, pilot projects, and charging infrastructure.
The monitoring authority is the Department of Heavy Industries, Ministry of Heavy Industries and Public Enterprises.
Salient features of Phase II of the FAME Scheme includes:
Emphasis on electrification of public transportation, supporting approximately 7000 e-buses, 5 lakh e-3 wheelers, 55000 e-4 wheeler passenger cars, and 10 lakh e-2 wheelers.
In the 3W and 4W segment, incentives will be applicable mainly to vehicles used for public transport or registered for commercial purposes, while in the 2W segment, the focus will be on private vehicles.
To encourage advanced technologies, incentives will be extended to vehicles fitted with advanced batteries like Lithium Ion battery and other new technology batteries.
The scheme proposes the establishment of charging infrastructure, with around 2700 charging stations to be set up in metros, other million-plus cities, smart cities, and cities of hilly states across the country.
Charging stations are also proposed to be established on major highways connecting major city clusters, with stations set up on both sides of the road at an interval of about 25 km each.
The FAME Scheme is a step towards a cleaner and more sustainable future for India.
